For on-demand opt-out or do-not-call handling when only the phone number is known. Every retry to the number that is still
scheduled is cancelled so it never dials; retries that have already started dialling are left alone. One account can never cancel another’s retries.
This does not add the number to the suppression list; do that as well to stop future campaigns.
