GET returns the policy. PATCH applies a partial update. DELETE removes it.
Neither an update nor a delete touches retry chains that are already in flight: every call carries its own copy of the rules, taken when the call was created. Agents and calls that referenced a deleted policy fall back to “no retries”.

The policy’s UUID
Request Body (PATCH)
Any of the fields accepted on create, all optional.rules replaces the whole rules object. contact_policy: null removes the caps. When changing on_exhausted_target, send on_exhausted as well.
